Trouble generating po files under win32

Yes. Both the Win32 and unix solutions are not as good as the project
developers would like it to be. I guess I should file a bite-sized task for
it.

The idea was to have 2 Makefiles (for unix): one to support translators, the
other to integrate with the build process. This solution should not use the
'find' command it currently uses, because all information is available to
not-use it.

For Windows there is no Makefile. All build supporting scripts have been
written in python. The idea is to create python scripts to do the tasks to
support translators.
