If you have an FSFS repository on a shared filesystem and you're using
file:// access, it may be more convenient not to have to update all the
svn installations at once. So, for the lifetime of 1.x, I would be much
happier if FSFS schema changes didn't happen by default unless they can
be compatible in both directions.
