[PROPOSAL] port README.txt cleanup for FS type r10296 to branch 1.1.x

The README.txt generated as part of a svnadmin create is specific to BDB.
This has been fixed in trunk in revision r10296. I'd like to propose this
change for the 1.1.x branch.

     Initialize README.txt file in repositories with language that
     doesn't make BDB vs FSFS assumptions.
     Notes: This is the first release in which it is possible for this to
       inaccurate. It would be nice to prevent this occuring in the wild.
