subversion-1.1-rc1 'svnadmin recover' on subversion-1.0 repositories

I'm trying to use 'svnadmin recover' on (BDB) repositories created
with subversion-1.0.5 but I get:

svnadmin recover test
Please wait; recovering the repository may take some time...
svn: Invalid argument

Subversion-1.1 'svnadmin recover' on subversion-1.1 svnadmin-created
repositories works fine.

If svnadmin-1.1 cannot be backwards-compatible then hopefully a
better error message can be emitted?
