[PATCH] Include swig runtime in the Perl bindings

The patch makes svn/perl no longer require the swig runtime, and
allows users to have multiple installations of perl that will all work
with the svn perl bindings.

This also requires other changes in the main build system to remove
-lswigpl when linking libsvn_swig_perl.
