.po file changes and 1.1 (was: Re: herding 1.1 issues into the corral)

We at least need to ensure that all formatting strings are correct with
the -c option on GNU msgfmt. Apart from that, I think .po changes are low
risk and should be allowed during the stabilization period. But we should
avoid last-minute changes to translatable strings if we want nearly
complete translations.
