[PATCH] Issue 1846, RA layer part

Hi,

Here is the RA layer part of the get_locations patch originaly by Shlomi
Fish. I've reworked it somewhat.

ra_local is trivial. ra_svn got some reviews by ghudson. I've added
detection of an 1.0 server.

I don't think ra_dav got much review. I'm not a DAV expert at all, so
could someone with deeper knowledge of that protocol please take a look?

I will send the client part shortly, which actually uses this stuff. It
passes tests over all three RA implementations. I'll also setup an 1.0
server to check the compatibility.

Any comments? Else, I check this in soon.
