[PATCH] Issue 1715, repository part of blame speedup

Hi,

I'm trying out a new version of the multitasking OS in my head, so let's
work a little in parallell on the blame speedup. Here is the
svn_repos_get_file_revs part of that patch for review. This was used while
testing the patch for performance.
