Norwegian translation for 1.1

In a private email, Jostein (josander) asked me if I could handle the
Norwegian "bokmål" translation of Subversion, i.e. the currently
non-existing subversion/po/nb.po.

I hope to have it done within a week or two, and then after a voting
round get it included for 1.1.

Any Norwegians on the list are welcome to contact me if they want to
help out or keep tabs on me.
