URI encoding URLs on the cmdline?

Hi,

I'm still on issue 1770. There is a comment that really doesn't belong to
the issue, but that's still interesting. Why don't we URI-encode the URLs
given on the command line for the user? For example in
svn_opt_args_to_target_array. As noted in the issue, it is annoying to
have to do this by hand if you have repository patsh with non-ASCII
characters in them. I agree to this, but maybe there is a problem I don't
see with this?
