libsvn_wc is a maze. I believe developer consensus is that we should
redesign it before embarking on structural changes to the working
copies. For 1.1, most of us are concentrating on lower-hanging fruit.

We could try to answer your specific questions (and perhaps someone
will), but I think they would just generate more questions. The changes
required for issue #525 seem pretty deep from where I sit.
