libsvn_fs_fs recovery

The svnadmin 'recover' command pretends to work on fsfs repositories --
but from looking the code it doesn't seem do anything useful and it
actually creates an orphaned bdb logfile.

FSFS based repositories have no real need for recovery, right? Although
'lstxns' and 'rmtxns' could possibly be useful?
