Reports on IRC suggest it builds and runs okay under Win32, though it
hasn't received a great deal of testing on that platform yet.

All that stuff is handled by libsvn_repos, so it's all the same.

I believe so, yes. Well, you'd need Apache httpd for mod_dav_svn, of
course.
