You should add AC_PROG_PATH(xgettext) or something similar to configure.in
and use XGETTEXT=@XGETTEXT@ and $(XGETTEXT) instead of hardcoding xgettext
in the Makefile.in.

I'd also call it 'locale-gnu-pot' because those xgettext options are
strictly a GNU-ism. -- justin
