Mingw build on win32

I've looked for documentation that explains the win32 build process, but
don't see this anywhere other than the makefile generator itself for the
   VC project file. Since I don't have VC nor have I ever used it it's
difficult for me to "reverse engineer" what is being done here.

In the spirit of "scratching an itch" I'd be willing to take this on,
however, is there guidance the group can give me on how to come up to
speed in this area?

I'm fluent in gcc/Python/Makefile syntax from a UNIX/Linux environment,
have used similar tools under Cygwin, but am still coming up to speed on
  mingw and the native win32 environment after not having done Windows
programing since Windows 95 days. I've "played around" with SWIG and
Python and understand the concept. I know enough about Perl to get
"Hello, World" to interpret but not much more :)
