Patch for cygwin packaging stuff

Here is a patch to get the initial package/cygwin stuff into the source tree. I
just submitted the package for approval to the cygwin list a few minutes ago.
Good lord, this was so much more work than I originally thought it would be! I
must have built it 20 times trying to get the packaging right and I'm still not
100% sure if it is.

If someone can get this stuff into the main code repository, I would appreciate
it. One thing I kept consistently screwing up was reconciling the differences
between the 1.0.1 tarball and the code patched with this stuff while I was
building. Packaging 1.0.2 and beyond will be much easier if this is already
there. This is the first patch I ever did, so please advise if I did something
wrong with it.

After the cygwin stuff gets approved, I'll submit the patch to the www page that
someone was asking for.
