"svnadmin create ." for backport

A conversation that just took place on the IRC channel evidenced that
1.0.1 release fails on "svnadmin create .", where as sussman says that
it works on trunk as of now.

But neither of us could with a quick look find out which commit
actually fixed this.

So, if someone realizes what might've fixed this little border case,
it would be good to know - since that would be cool to get as a
backport for 1.0.2 :-)
