only svn diff seems to have a problem. I can use svn cat with the file. I
can edit it. I can use diff.
Also this is Windows XP under cygwin and I can use any other cygwin utility
with the file. So this would be the weirdest permision problem I've ever
seen.

I don't see anything messed up about the file. It reads just fine and it
reads just fine in the repository. I dumped it out on the repository and it
looks fine.
