Some people believe that they open themselves up to increased liability
if they release their code into the public domain instead of under a
license with a liability disclaimer.

I'm not convinced (on two fronts--first, because I don't think such a
liability disclaimer binds simple users of your product, only
redistributors, and second, because practically I don't think liability
claims over free software is a big risk), but it's an issue in some
people's minds.
