No, we try to keep on-going discussion on the mailing list, and put into the issue tracker only reproduction recipes, reasonably firm thoughts on how to deal with the issue, patches, links to the mailing list discussion threads, and so on. Effectively an on-going summary of the useful information that has come up during discussion. We recognise that the issue tracker is (for us) not as good as e-mail for having a conversation, and that if the whole conversation were recorded in it, the useful information would be too diluted to be useful.

Yes: occasionally this starts to happen, and usually someone will gently remind them "Hey, please move this discussion back to the mailing list."
