[PATCH] Add SVNParentPath support to mod_authz_svn

Hi,

Completely untested, but throwing this out here since I ran out
of time to work on this, and more specifically, to give it a good
test run. I'll try and pick it up later.

People interested in this functionality, and given the number
of times this was asked, that should be plenty, please test this
patch and report on success/failure. On enough positive feedback
I'll commit it to trunk.
