To the best of my knowledge, property names must be UTF-8, but binary
values should work fine. If they don't, that's a bug. If there's a
consensus that property values should have to be UTF-8 right now, I
didn't notice it and I don't agree with it.

(I do support some kind of content-labelling of property values, but
that's a side point; we clearly don't have any such thing at the
moment.)
