Agreed without the binds to create tools svn has limited use. But treating
the bindings as important has not always been the case. See the thread
"0.32, the "1.0" milestone, and the 1.0 release. " on dev@ it was clearly
stated that bindings are important but would take until 1.1 to be usable.

I solved the problem by contributing to svncpp and writing pysvn.

Indeed. No one learns C these days.
