Re: Moving bindings into a separate project.

We have binding that are maintained outside of the svn core already.
svncpp for C++ and pysvn for python. There is a strong desire for
object oriented bindings that are not met inside the svn core. Having
a bindings community may well address this and other issues without
having to follow the rules of the svn core.
