Huh? What's the "38" for?

I don't understand this change.

Does the "include the space and parentheses" part have anything to do
with the "... tags now indicate that we're moving _towards_ the
version number" statement?

I'm not saying this change is wholly wrong, but I don't understand how
its parts fit together, and I definitely don't understand the "38".
