Windows installer changes merged to 1.0.0.

Josander and anyone else competent to test the current HEAD of the
1.0.x line, please test the Windows installer if you get a chance.
It had reached the voting threshold for installer/packaging changes,
so I merged it in -- figuring it's better to find a problem now than
on February 22nd :-).
