[PATCH] gnuify-changelog.pl - Ensure each entry ends with a blank line

Hi,

The following patch cleans up the output produced by
gnuify-changelog.pl by making sure that each commit message has a
final blank line even if the orginal commit message did not.

* tools/dev/gnuify-changelog.pl: Add a final blank line if the orginal
message did not have one.
