As long as we have to maintain propchange_email.pl, I'd like to keep
commit-email.pl around for symmatry (they are practically the same
program ... I literally copied one to begin the other).

Now, if some wonderful personal would teach mailer.py to handle the
job (perhaps by giving that program two subcommands, 'commit' and
'propchange'), that would be loooooooooooovely.
