A quick log scan gave me the following (slightly edited) list:

New date parser. [Document new date formats!!!]
Fix some more 'access denied' errors on Windows.
Fix wc-to-wc copies with non-ASCII characters in a non-UTF-8 locale.
Fix the build system for building against separate apr-util.
Support SWIG 1.3.20 and newer and require at least 1.3.19.
Really handle SIGHUP in svnadmin, svnlook and svn.
Handle double ctrl-c and ctrl-break on Win32.
