I couldn't reproduce this on a Debian GNU/Linux system with a
relatively recent svnadmin. I just get a reasonable error:

   subversion/libsvn_repos/load.c:155: (apr_err=200003)
   svn: Premature end of content data in dumpstream.

Can you debug into it with source available?
