Why is svn_revnum_t a long int?

a) Is it possible for there to be a negative revision? If not why not
use an unsigned type?

b) By using a type which is not of a fixed length between platforms
aren't we creating an issue where on platform will support a given
revision number while another's client won't?

I'm think it should be an apr_uint32_t.
