Just to be completely above-board here:

My original proposal, which seems to have been accepted pretty well,
was only about loosening our system for the bindings changes.

As I was writing, though, I realized all the same reasoning applied to
the tools area. Thinking it unlikely anyone would disagree, I just
included that in the first pass above. Hope that's okay with all.
