bindings review for 1.0-stabilization

Okay, the API changes for 1.0-stabilization are committed up (except
for the couple of issues still in discussion), see r8228.

We should start trying to get those bindings in shape now :-). Goal
is to have bindings changes approved by end of Monday, if possible, so
that when josander rolls 0.36 on the 13th it will include them.
Otherwise, they won't get wide exposure until a week later, in 0.37.

It looks like we have enough knowledgeable people to stick with the
three +1's system for bindings review. Obviously, review from
non-committers is most welcome too! We've slowed down a bit lately in
adding new committers, partly because there've been fewer patches to
review during stabilization, and partly because existing committers
have had less time for review. This period won't last forever,
though.
