If this makes it into 1.0, that's WONDERFUL for me, but I understand
that there are priorities, and that we're trying to stabilize. I've
glanced at the patch (patch 3 from the issue's referenced dev@ message)
and it appears to be a Windows-specific build configuration change, not
a core C code change. Since I'm REALLY looking forward to this feature
(to enable VisualBasic bindings for internal process-management tools) I
have to ask...

Supposing this never becomes 1.0-cand, is it just a matter of refocusing
after the stabilization and release of 1.0 before it could be included
in a early post-1.0, or are there deeper issues unresolved that are
holding this back?

I'm not trying to influence the decision (ok, well, maybe I am -- a
little); I just want to make sure my expectations aren't too high. I
much prefer direct API integration, but I'll need to start putting my
efforts into an ugly svn command-line wrapper for VB if the DLLs aren't
going to be available "fairly" soon...

So, what are my chances?
