hotbackup: why a repository can change, even if the revnum is not increased?

when trying to do a hotbackup of parentpath i fell over a comment in hotbackup.py, which says a
repository can change, even if the revision number is not increased. what is going on there?

another thing:
for allowing automated creation of repositories within a parent path, it would be nice, if also
hotbackup can be configured to take either a parent-path, or multiple repositories for backup.
