If the work overlaps into a region where a committer has 'privs', then their
vote is binding and counts towards the quorum (or is a veto).

Say we had a developer who only had commit to libsvn_ra, would their vote be
binding to libsvn_wc? Unlikely, but they can still vote though.

Full committers are just that: their votes are binding everywhere. -- justin
