We can issue a "svn rm URL" without a working copy?

We lost a couple of revisions, but I ended up doing a dump/load. Next
time, I'll try working on the URL directly.

As a side note, the person was using TortoiseSVN when it happened. I'll
inform the Tortoise folks about this issue.

It already has one. 'svn add .svn' returns error. Perhaps some other
client (other than the commandline client) has a bug that allows this?

As somebody already said, 'svn rm URL' will do the trick.
