Oh dear ... I lied. The original file that failed in this way was not called "foo", and I can't get such a file to fail. It was called "space in name" and when there is a space in the name, it seems to fail in this way regardless of property change and/or text change.

I guess this is just part of the "svn blame and filenames with non-ascii chars" issue that John Szakmeister and Philip Martin are discussing.
