unclear utf8 error message

another unclear error message occurred, windows client 0.33:
U trunk\proj\js\wins.js
WARNING: error decoding UTF-8 for ?
U trunk\proj\proj\dir.conf.txt

both files surrounding that message are not encoded in utf8.
