Patch to improve svnperms.py

Hi,

Here is a little patch I have developped locally to allow finer control on
commit permissions. Mainly, I separate "content" modification permissions
from "property" modification permissions.

I put this very small patch into the Public Domain.

FYI, the patch generated using svn diff within:
