Perl bindings don't compile on Windows

In r6751, you added the following lines to the end of svn_delta.i:

#ifdef SWIGPERL
%include delta_editor.hi
#endif

There's no file delta_editor.hi in the repository, so I can't compiler
the Perl bindings. Where does it come from?
