Ah, I see. That makes sense -- perhaps $LastChangedBy$ should remain
unexpanded, or say "<local>", or something.

But, ... still kind of bikesheddy. I'd be happy with *any* of the
behaviors, including the current one. There are much more important
problems in Subversion :-).
