forced newline in log messages

When editing the log message in an editor launched by svn commit, svn
keeps the newline preceding the "---" line in the final log message.
This is somewhat counter-intuitive as it means the final log message
as shown by 'svn log' is not the same as the region of text above the
"---" line, but it has an extra empty line attached.

You can achieve a newline-less message by deleting the "---" line and
everything below it, but why should you have to? Surely svn should
strip the newline preceding the "---" line?
