PRERELEASE 0.33.0 Windows binaries

Becasue the structure of the Win32 binary package will change in 0.33.0,
what with including headers and libraries, I've made a PRERELEASE
package (from trunk at r7728) available at

    http://www.xbc.nu/svn/

Please use them _only_ for the new structure, e.g., for the Windows
installer. I haven't tested anything.
