[PATCH] Preliminary patch for adding external locking file code to svn_repos_open

Hello again,

I took Shamim's patch (which cleaned up my patch) and moved all of the
code to repos.c

I have attached a preliminary patch that looks for a configuration file
called lock.conf in the conf directory, and then executes my extra
locking stuff if the configuration tells it to.

This code is not 100% complete yet, but it should give everyone a good
idea as to what I am trying to do.

Thoughts? Suggestions? Really good flames?
