Let's not worry so much about the constant term here. On most net
connections, an RTT is like 1/40 of a second. One per file is too much,
but even ten or twenty per overall operation isn't going to affect our
performance numbers much.

(As I said to Tobias: I feel for people who use connections with a
one-second latency, but really, everything sucks for them.)
