hooks: unhelpful error message

would be nice if subversion could check whether the hooks are executable
before attempting to do so. as it is, you'll get a misleading error
message:

% svn ci
roman@ishtar.bellavista.cz's password:
svn: A repository hook failed.
svn: Commit failed (details follow):
svn: 'start-commit' hook failed with error output:
