pre-checkout/pre-update hook

subversion/libsvn_repos/hooks.txt talks about read/write sentinels,
but the document looks like it wasn't updated in a while (no real
changes since 1681 to be accurate), and I need permission control for
read operations on the repository. plugging this into svnperms.py
looked like a natural choice, but neither hooks.c nor fs-wrap.c contains
anything on checkout/log/propget, and I don't know what exactly to look
for.

does anyone have patches I could try out?
