I'm feeling ambivalent about 'svndumpfilter' -- I don't know what we
should do with it. I mean, it's obviously very useful if you just
want to screen out a bad file that was accidentally added to the
repository. But it claims to be a much broader tool than that, and a
few months back cmpilato discovered that it has deep architectural
problems that prevent it from dealing correctly with copies.

(cmpilato, would you like to better explain that? My recollection is
that you concluded that svndumpfilter couldn't possibly work correctly
on copies, unless the functionality were merged into the core code of
'svnadmin dump'.)

So I guess I'd like to keep it around as a tool, but I want the docs
(help, manpage, book, etc) to make its limitations *very* clear.
