[PATCH] cvs2svn.py --root etc patch

All,
        Resubmitted patches for cvs2svn (as requested)
        Descriptions in earlier patch submissions/emails
        (implements new features --root, --subroot -d(debug)
--suppress-parents)

        this tarball includes typo correction in debug patch to make it work
        correctly with 0.29.0 release of cvs2svn.py
        Thanks to Ben Crossman for testing it.

        Apply debug patch then func patch
